The critical role of teachers has become especially evident as schools have responded to the global COVID-19 pandemic. Teachers have stepped up in countless, innovative ways to ensure students are safe, healthy and engaged to reach their full potential, making this a fitting opportunity to recognize the excellence of Regional Teachers of Year throughout the state!

Central Elementary 3rd Grade teacher Rachelle Bell was named Linn Benton Lincoln’s 2022 Regional Teacher of the Year! Ms. Bell wins a $500 cash prize and is in the running for Oregon’s 2022 Teacher of the Year, to be announced this fall, as one of 16 regional winners.

“Ms. Bell is an exemplary educator who recognizes the immense learning potential of all students regardless of their ability or diverse backgrounds,” Central Elementary Principal Julia Bradley said. “She builds relationships with students while engaging them in tasks that are rigorous, engaging, creative, interactive and motivating. Her passion for teaching and dedication to students and their families is unmeasurable. Ms. Bell is truly a candle that sparks life into every student’s heart.” 

In a letter to Ms. Bell, the Director of the Oregon Department of Education Colt Gill said “The Blue Ribbon Panel facilitated by Linn Benton Lincoln ESD (Education Service District) was inspired by your commitment to rigor and creativity in your classroom, and building trust and relationships with all of your students.”

Central Elementary Principal Julia Bradley, Superintendent Melissa Goff, Director of Primary Education Sue Luthra, and other staff members, along with School Board Vice Chair Michael Thomson and Director Justin Roach, surprised Ms. Bell with the news in her classroom on Thursday morning.

“I was so surprised; it’s honestly not something I’ve been thinking about because I’ve been really busy trying to wrap up the school year and get things organized for my kids.” Bell said. “It’s what every teacher dreams about. Even being nominated is such an honor, and I’m just so surprised that I would be in the running to be a Teacher of the Year. If you look at the other people that were nominated they are doing such transformational things in their districts and to even be near them is an honor and privilege.”

Bell, who had forgotten about the award as she was working until 10 p.m. last night on a writing unit for her students, has taught at Central for the last five years and has worked for Greater Albany Public Schools for seven years, starting with the district as a third grade teacher at Sunrise Elementary.  

“We are so proud and happy for Rachelle to have received this honor,” Superintendent Goff said. “This award recognizes what an outstanding educator Ms. Bell has been for her students and reflects all of the great work our GAPS teachers and staff perform every day.”  

Regional Teachers of the Year are nominated by students, colleagues, administrators, friends or family members to apply for the award, and are selected by a diverse panel of regional representatives. Later this fall one of the Regional Teachers of the Year will be named the 2022 Oregon Teacher of the Year.

Thanks to the Oregon Department of Education’s partnership with the Oregon Lottery, the 2022 Oregon Teacher of the Year receives a $5,000 cash prize (with a matching $5,000 going to their school!) and serves as a spokesperson and representative for all Oregon teachers. Dear Greater Albany Public Schools Community:

Greater Albany Public Schools releases weekly updates indicating new positive COVID-19 cases within the district. GAPS reports positive COVID-19 cases when the local public health authority deems the case(s) as an “outbreak”. The Oregon Health Authority reports all school “outbreaks” in a weekly report on Wednesdays and GAPS will release that information from the district on Tuesdays before it is shared by the state. 

While the district-wide notifications are sent weekly, please note that any individuals deemed close contacts of positive cases are rapidly identified and notified. Schools will also share any positive cases directly with their staff and families on a case-by-case basis. 

When cases are connected, all positive cases tied to the original case will be reported in the weekly report. Because of that, the reported total number of cases in the weekly OHA report may appear higher than what is shared by GAPS.

Over the last week, we have been notified of the following positive or presumptive positive COVID-19 cases:

Previous Positive Case Updates

To protect the privacy of those involved, no personally identifiable information may be released.  

Currently, our district has 6,852 students taking part in in-person learning. We have 4 active student cases (0.1% of total in-person students) and 211 students (3% of total in-person students) in quarantine. Those numbers are down from 6 active student cases and 430 students in quarantine in our update last Tuesday (May 11) and substantially lower than 19 student cases and 589 in quarantine two weeks ago. Please see the following charts for a breakdown of cases and quarantines by level (click to enlarge).

Our practice is based upon the guidance and expectations of the Oregon Department of Education (ODE) and the Oregon Health Authority (OHA). We follow the recommendations and requirements of our Local Public Health Authority (Linn or Benton County Public Health, or LCPH/BCPH) on restricting from school any student or staff known to have been exposed (e.g., by a household member) to COVID-19. OHA and ODE also provide us with mandatory guidance regarding quarantining students. We are neither more or less restrictive than their recommendations and/or requirements.

The 14-day quarantine was a recommendation (followed by GAPS) previously and is now a requirement. In a memo sent to schools and districts on May 5, ODE stated: 

In light of increasing cases, hospitalizations and variants of concern that are more transmissible, OHA is now requiring 14-day quarantine for all unvaccinated contacts in all settings, including schools. A 14-day quarantine is the lowest risk approach and helps reduce spread from asymptomatic people, which we know is a significant contributor in this pandemic. This change took place on April 29, when OHA updated the investigative guidelines (p. 12) and the quarantine guidelines to make 14 day quarantine mandatory (shorter quarantine is not permissible).

We work closely with Benton and Linn County Public Health to respond to positive cases and ensure an effective and comprehensive response to each situation. There are procedures and protocols in place to ensure the health and safety of you and your family. The steps we have taken together include:

• Rapid identification and notification of close contacts. Individuals have been contacted directly if they are a close contact. If you have not been contacted, you are not a close contact. 
• Closure of rooms and spaces where the infected person has been on campus
• Deep cleaning of those rooms and spaces
• Staff members and students who have been exposed will be asked to quarantine themselves, at the direction of Public Health
• The exposed cohort will be paused for the 14-day quarantine period

As a reminder, the primary symptoms of COVID-19 are:

• Cough 
• Fever of 100.4°F or greater
• Chills
• Shortness of breath
• New loss of taste or smell

To protect yourself and others:

• Wear a face covering in public spaces, including outdoors when six feet of social distance cannot be maintained
• Keep your distance by maintaining six feet of social or physical distancing between yourself and others
• Wash your hands frequently with soap and water for at least 20 seconds, utilizing hand sanitizer when washing facilities are not available
• Cover coughs and sneezes
• Sanitize surfaces that are often touched 
• Avoid gatherings of any size where social or physical distancing is not possible
• Stay home when sick and avoid contact with others who are ill

It’s important to notify us if your child becomes ill with COVID-19. If your child or other household members develop symptoms, please contact the school. Las Escuelas Públicas de Greater Albany, publican actualizaciones semanales que indican nuevos casos positivos de COVID-19 dentro del distrito. GAPS informa casos positivos de COVID-19 cuando la autoridad de salud pública local considera que los casos son un “brote”. La Autoridad de Salud de Oregon (OHA por sus siglas en inglés) informa todos los “brotes” escolares en un informe semanal los miércoles y GAPS divulgará esa información del distrito los martes antes de que el Estado la comparta.

Aunque las notificaciones a nivel de distrito se enviarán semanalmente, tenga en cuenta que cualquier persona que se considere contactos cercanos de casos positivos, son identificados y notificados rápidamente. LeeAnne Poris has been promoted as the Operations Supervisor in the Greater Albany Public Schools Transportation Department. 

“It is with great pleasure to say I have hired LeeAnne Poris as Operations Supervisor. LeeAnne has proven that she is more than ready for this promotion. Her calm demeanor and great work ethic is a bonus to her knowledge of transportation,” GAPS Transportation Supervisor Cindy Moran said. 

With more than 11 years of experience working in GAPS, Poris has developed the skills necessary to be successful in this position. Her previous experience as a Dispatch Router involved timely communication with our families and transportation team to maintain safe, easy, and organized bus routes for our students and drivers. During the pandemic, Poris has shown her skills in handling problems efficiently and prioritizing safety for students and staff by following district standards and state policies. 

Poris earned her bachelor of arts degree in liberal studies from Oregon State University in 2001, and since then, has become a mother, joined the GAPS transportation team as a bus driver, and continued to move up in the department.

“In her years here LeeAnne has shown she can do any task presented to her and this will be no different. I look forward to having her on our administrative team,” Moran said. 

Poris is eager to step into the role, and continues to show a great level of dedication and commitment to the transportation team. 

“I am very excited to be stepping into a leadership role at the Transportation Department. I have been working in the Transportation Department since 2010 and have grown to love the people that work for transportation and respect the job they do everyday,” Poris said. “Transporting students to and from school is a very important job. It is my honor and privilege to continue to be a part of this team and grow in my knowledge and understanding of what it takes to run a successful department”.

Face Coverings Update

On Thursday the CDC released new guidance related to fully vaccinated individuals and the use of face coverings and physical distancing. Later Thursday, the Oregon Department of Education (ODE) sent a notice to all public and private school leaders in the state of Oregon indicating that the new CDC guidance will not impact schools this school year. 

The notice from ODE reads as follows: This afternoon, Governor Brown issued a video statement on how this new guidance will be implemented in Oregon. In her statement she shared, “Nothing is changing for schools this school year, and I expect education staff and students to continue to wear masks and physically distance, as outlined in our Ready Schools, Safe Learners guidance.” This also applies to all other individuals on school campus, including but not limited to: family members, volunteers, visitors, SROs, and other partners.

As has been our practice throughout the pandemic, Greater Albany Public Schools will adhere to all guidelines from the Governor, the ODE, and the Oregon Health Authority. 

Vaccine Clinic Update

On Thursday, the Oregon Health Authority announced that the Pfizer vaccine may now be administered to individuals age 12 and up. In accordance, our clinics being run with Samaritan Health Services will now be able to provide the vaccine to all individuals age 12 and older. 

OHA guidance sent to local public health authorities on Thursday states “parental or guardian consent is required to vaccinate people 12–14 years old, but this consent does not require that a parent or guardian be present during vaccination. Written consent may be obtained in advance.

Under Oregon law, minors 15 years of age and older may consent to medical treatment, including vaccinations, when provided by a physician, physician assistant, naturopath, nurse practitioner, dentist or optometrist, or other professionals operating under the license of these providers. In order to remove barriers to vaccination, OHA recommends that eligible locations not require consent from a parent or guardian to vaccine someone ages 15, 16, or 17.”

State Vaccination and Risk Level update

On Tuesday, Governor Brown set a 70% statewide COVID-19 vaccine goal to reach Oregonians 16 and older with a first dose to lift most Risk Level restrictions. Additionally, beginning on May 21, counties will have the option of moving to the Lower Risk level once 65% of county residents 16 and older have received at least one vaccine dose and counties have submitted a complete plan to close equity gaps in vaccination.

What does this mean for our students, families, and staff?

Oregon public schools will still be required to follow Ready Schools, Safe Learners health and safety requirements for the remainder of the school year. The Oregon Health Authority and Oregon Department of Education will be updating that guidance for the 2021-22 school year to lift most restrictions based on CDC guidance.

One impact of reaching the Lower Risk level in our counties would be that our upcoming athletic events and graduation ceremonies could accommodate more attendance. At our current High Risk level, we can only have 15% occupancy outdoors and 10% or 50 people indoors, but if we moved to low risk that allows for 50% occupancy both indoors and outdoors. 

Based on the Governor’s announcement, the sooner our counties can reach 65% vaccination, the sooner restrictions can be eased. Benton County has surpassed 65% and will move to low risk on May 21 if they submit the paperwork. The most recent data shows Linn County at 46.0% of residents age 16 and older with at least one dose.

GAPS and Samaritan Health Services are partnering to host free community clinics at our high schools over the coming weeks. Linn County Public Health and Benton County Public Health also have several upcoming clinics (note: all minors will need parental consent at Linn County Public Health-ran clinics).

Oregon State University has created “Teen COVID-19 Vaccine Day” on May 20 from 11 a.m. to 7 p.m. at OSU Reser Stadium for anyone 12 years and older. Parental or guardian consent is required to vaccinate people 12-14 years old, but a parent or guardian is not required to be present during vaccination. Written consent may be obtained in advance with a signed consent form.

El jueves, los Centros para el control y la prevención de enfermedades (CDC por sus siglas en inglés) publicaron una nueva guía relacionada con las personas completamente vacunadas y el uso de cubiertas faciales y el distanciamiento físico. Más tarde el jueves, el Departamento de Educación de Oregón (ODE por sus siglas en inglés) envió un aviso a todos los líderes de escuelas públicas y privadas en el Estado de Oregón, indicando que la nueva guía de los CDC no afectará a las escuelas este año escolar.

El aviso de ODE dice lo siguiente: Esta tarde, la Gobernadora Brown emitió una declaración en video sobre cómo se implementará esta nueva guía en Oregon. En su declaración, ella compartió: “Nada está cambiando para las escuelas este año escolar, y espero que el personal educativo y los estudiantes continúen usando máscaras y se alejen físicamente, como se describe en nuestra guía Ready Schools, Safe Learners (Escuelas Preparadas, Estudiantes Seguros)“. El jueves, la Autoridad de Salud de Oregon OHA (por sus siglas en inglés) anunció que la vacuna Pfizer ahora se puede administrar a personas de 12 años en adelante. 2. Derechos de los menores: Acceso y consentimiento para el cuidado de la salud: Este documento de recursos para proveedores, padres y educadores proporciona información básica sobre la capacidad de los menores de dar su consentimiento a los servicios de atención médica.
3. Declaración de la OHA sobre el consentimiento del menor: Establece que la OHA respalda los derechos de los menores de 15 años en adelante, de dar su consentimiento para la vacunación COVID-19 sin el consentimiento de los padres.

Actualización estatal de vacunación y nivel de riesgo

El martes, la Gobernadora Brown estableció un objetivo de vacunación de COVID-19 del 70% en todo el Estado para llegar a los residentes de Oregon de 16 años o más con una primera dosis, para eliminar la mayoría de las restricciones de nivel de riesgo. Además, a partir del 21 de mayo, los condados tendrán la opción de pasar al nivel de Riesgo más bajo una vez que el 65% de los residentes del condado de 16 años o más hayan recibido al menos una dosis de vacuna y los condados hayan presentado un plan completo para cerrar las brechas de equidad en la vacunación.

¿Qué significa esto para nuestros estudiantes, familias y personal?

Las escuelas públicas de Oregon, aún deberán seguir los requisitos de salud y seguridad Ready Schools, Safe Learners (Escuelas Preparadas, Estudiantes Seguros) durante el resto del año escolar. La Autoridad de Salud de Oregón y el Departamento de Educación de Oregón actualizarán esa guía para el año escolar 2021-22 para eliminar la mayoría de las restricciones según la guía de los CDC.

Un impacto de alcanzar el nivel de Riesgo Bajo, en nuestros condados sería que nuestros próximos eventos deportivos y ceremonias de graduación podrían acomodar una mayor asistencia. En nuestro nivel de alto riesgo actual, solo podemos tener un 15% de ocupación al aire libre y un 10% o 50 personas en el interior, pero si pasamos a un riesgo bajo, eso permite un 50% de ocupación tanto en el interior como en el exterior.

Según el anuncio de la gobernadora, cuanto antes nuestros condados alcancen el 65% de vacunación, lo más pronto se podrán aliviar las restricciones. El Condado de Benton ha superado el 65% y pasará a bajo riesgo el 21 de mayo si presentan la documentación. Los datos más recientes muestran que el Condado de Linn tiene un 46.0% de residentes 16 años o más con al menos una dosis.

GAPS y Samaritan Health Services (Servicios de Salud de Samaritan) se están asociando para clínicas comunitarias gratuitas en nuestras escuelas preparatorias durante las próximas semanas. Las organizaciones de Salud Pública del Condado de Linn y Salud Publica del Condado de Benton también tienen varias clínicas próximas (nota: todos los menores necesitarán el consentimiento de los padres en las clínicas administradas por la salud pública del Condado de Linn).

La Universidad Estatal de Oregón ha creado el “Día de la vacuna COVID-19 para adolescentes” el 20 de mayo de 11 a.m. a 7 p.m. en el estadio OSU Reser Stadium, para cualquier persona mayor de 12 años. Se requiere el consentimiento de los padres o apoderados para vacunar a personas de 12 a 14 años, pero no es necesario que los padres o apoderados estén presentes durante la vacunación. El consentimiento por escrito se puede obtener por adelantado con un formulario de consentimiento firmado.

Our Think BIG Summer page is now available! Information on many programs is still being developed, but families may now view and register for programs through partners including Linn-Benton Community College and Albany Parks & Recreation.

When contacting community partners for registration, please let them know you have GAPS students to be able to have the registration cost covered. Each Community Partner is working out a system to identify GAPS students. You will be asked to share information about your child’s/teen’s school and grade level this school year (2020-21).

Community Partners are working diligently to expand the number of options available so our students have choices. This will vary for each program. More details will be shared through our district communication as well as from your child’s/teen’s school site as we confirm final plans.  Organizing various options along with our own 5 Week Summer Program is taking time but should be done very soon so you can make plans!  We will let you know when this site is updated with more details about registration or class options.

Upcoming Technology and Learning Experience surveys

We are partnering with BrightBytes, an educational research organization, in order to learn more about our students’ school and home technology use for learning. We are reaching out to ask you to take part in the Technology & Learning questionnaire in the upcoming weeks. Your participation is essential to help us form a more complete picture of technology use for learning. Please know that all of your responses will remain anonymous to protect your privacy.

We will also be resharing our Learning Experience survey for our school and district leaders to hear from students and families about how distance and in-person learning has functioned this Spring. The survey helps us understand and respond to what is happening in classrooms, schools, and virtual settings across our district.

Over the next few weeks, please keep an eye out for more information on how to participate in these upcoming surveys.

Verano Piensa en Grande

¡Nuestra página Verano Piensa en Grande ya está disponible! Aún se está desarrollando información sobre muchos programas, pero las familias ahora pueden ver y registrarse en programas a través de socios como el colegio comunitario Linn-Benton Community College y Albany Parks & Recreation (Parques y Recreación de Albany).
