GAPS Families,

On March 29th, we will begin to transition our youngest students into the hybrid model.  Middle and high school students will begin in hybrid learning at the beginning of the fourth quarter while the third quarter will be shortened by one week. Please see below for specific timelines for all grade levels. 

Due to space and cohort limitation requirements from OHA and ODE, switching from Comprehensive Distance Learning to Hybrid will be dependent on space available at your school. You may be asked to wait to switch learning models based on availability of space. Space in our schools is limited by the Ready Schools, Safe Learners safety protocols, including the requirement that classrooms/seating arrangements must follow ODE requirements of 35 square feet per person in a room.

If you are planning to change your student(s) placement from what you selected in the Parent Survey earlier in the year, please contact your school’s office staff by March 1, 2021.

FACTORS IN OUR DECISIONS:

• Requirements that we still must adhere to when we open outside of the metrics. At this point we have still never met the metrics (previously mandated, now advisory) for both Linn and Benton counties in the same two week period. When you open outside of the metrics additional requirements fall into place. These requirements include on-site testing for staff and students, which is a substantial challenge for a system of our size and one that is significantly less of a factor for smaller districts in our region.  
  
• Availability of testing. Because it is all hands on deck for vaccinations, the availability of testing has drastically been reduced. We have had problems even getting tests for our students. We are seeing reduced numbers in Linn County because we aren’t testing people like we were before.
• Insurance coverage 
  • Since the newest release of information in the ODE Ready Schools Safe Learners, we know that we are covered through PACE and through the government PREP coverage.  
  • Our plan would fit in the acceptable risk category after staff vaccinations are complete.

ADDITIONAL CONSIDERATIONS:

• Safety for our students and staff.  
• Science and what the scientists understand about COVID-19 and its variants have changed over time.  
• Diverse group of stakeholders, considering their voices and finding how to represent their wishes and address their concerns in our final decision.  
• Equity in this decision, including impacts of decisions on multi-generational families and scientific data indicating groups who are more vulnerable to the virus, including certain racial groups. We have considered the needs of our students in poverty and whether CDL is meeting their needs.  
• Partners at Boys and Girls Club and the YMCA and the need for partnership to continue so students may have the supports provided by these service groups in our community.

LIMITED IN PERSON EXPANSION:

This will look different at every site, yet will have in common the focus on serving students with academic or social emotional needs prior to the start of hybrid learning.

Opportunities COULD, but may not necessarily include:

• Social and emotional support groups facilitated by a counselor, behavior specialist, or mental health professional
• Academic tutorial times for students needing additional in-person supports for their work
• Clubs and sports teams focusing on teamwork activities together
• Lego parties where students bring their own or are provided with a lego set where they are building next to their friends.

ATHLETICS AND ACTIVITIES:

These are still overseen by OSAA and the school district has no influence or supervision over when and how these teams may meet and compete. Here is the latest OSAA update, posted on February 8: OSAA Update.

Dear Greater Albany Public Schools Community:

Recently, we were notified that a GAPS staff member and a GAPS student have been diagnosed with COVID-19. These individuals are isolated cases at North Albany Middle School and Lafayette Elementary School. To protect the privacy of those involved, no personally identifiable information may be released. As members of the school community, we understand that this might raise concerns alongside a caring response. We are working closely with Benton and Linn County Public Health to respond to this news and protect the health of our community.

There are procedures and protocols in place to ensure the health and safety of you and your family. We are working with Benton and Linn County Public Health to ensure an effective and comprehensive response to this situation. The steps we have taken together include:

• Rapid identification and notification of close contacts (those in the infected person’s presence, closer than six feet for 15 minutes or more). If you have not been contacted individually, you are not a close contact.
• Closure of rooms and spaces where the infected person has been on campus
• Deep cleaning of those rooms and spaces
• Staff members and students who have been exposed will be asked to quarantine themselves, at the direction of Public Health
• The exposed cohort will be paused for the 14-day quarantine period

As a reminder, the primary symptoms of COVID-19 are

• Cough 
• Fever of 100.4°F or greater
• Chills
• Shortness of breath
• New loss of taste or smell

To protect yourself and others:

• Wear a face covering in public spaces, including outdoors when six feet of social distance cannot be maintained
• Keep your distance by maintaining six feet of social or physical distancing between yourself and others
• Wash your hands frequently with soap and water for at least 20 seconds, utilizing hand sanitizer when washing facilities are not available
• Cover coughs and sneezes
• Sanitize surfaces that are often touched 
• Avoid gatherings of any size where social or physical distancing is not possible
• Stay home when sick and avoid contact with others who are ill

The governor’s office, Oregon Health Authority, Oregon Department of Education and our local public health authorities have advised for the need to quarantine for 14 days if you leave the state. All staff and students who travel outside of the state or country will need to quarantine for 14 days before returning in person to school buildings. This requirement is in effect and will remain in effect for the foreseeable future in order to protect our staff, students and their families.

Quarantine after out-of-state travel applies to anyone who leaves the state for “non-essential” reasons. Essential travel includes traveling for work purposes, medical care or health purposes, safety and security, and any other reasons in which travel may be deemed essential.

Students who have traveled out of state may continue comprehensive distance learning for 14 days after their return and then may resume in-person instruction (if applicable) after their quarantine period is over. If your student has traveled out of state or is going to travel out of state, please notify their school.

Thank you for your cooperation with this policy in order to better protect the health and safety of our GAPS staff, students, and families.

GAPS Students, Families, and Community,

After much research, discussion and listening, we have made the decision to begin in-person hybrid instruction in the Greater Albany School District on March 29. That is the day after spring break.

We are eager to welcome students back to our campuses, but recognize that many in the community were hoping for an earlier return. We all would have preferred that, had the circumstances allowed. But after weighing the risks of opening against those of continuing with distance learning, we believe this timeline provides the safest option. In this decision, as in everything we do, the safety of students and staff is our priority.

There were many considerations, including some beyond our control. One is the need for vaccinations. It has become increasingly clear that the vaccination of staff is a key to reopening safely. Access to the vaccine, however, has been extremely challenging. For example, last week the state of Oregon received zero doses of the vaccine, according to Linn County Public Health. The governor’s office has confirmed that 700 doses of the vaccine will be available for Linn County educators next week. We are heartened by that news because it will allow 25% of our staff to have their first dose of the vaccine. But with 2,800 educators who need to be vaccinated, there is a considerable number still to go. Remember, everyone needs to have two doses of vaccine, with the second dose administered three to four weeks after the first dose.  

Equity has been a consideration, including impacts of decisions on multi-generational families and scientific data indicating groups who are more vulnerable to the virus, including certain racial groups.  We have considered the needs of our students in poverty and whether Comprehensive Distance Learning is meeting their needs.  Finally, we have thought about our partners at the Boys and Girls Club and the YMCA and the need for students to have the services and support that they provide.

We also are dealing with many unknowns. One that has given us pause is uncertainty about the virulence of the new variants of COVID. Another is that we do not know how quickly LInn and Benton counties will be able to meet the state’s criteria for returning to in-person instruction. We have been waiting for months to have two weeks in a row where Linn and Benton counties actually meet the metrics.  

Ultimately, in arriving at this decision, I listened to the voices of students, families and staff. I heard from high school students who not only miss their academics but also their clubs, activities and sports. I heard concerns about the mental and emotional health of students who feel isolated from friends and social interactions. This is concerning and something we must address. That’s why we will be implementing, starting immediately, opportunities for students across grade levels to return to school for some form of limited in person instruction. These opportunities will be focused on students who need the social and emotional supports that are provided by interactions with peers and staff. In addition, I am challenging our high school leadership students to begin hosting virtual “connection” events for students. We also are allowing coaches to establish team building opportunities on site with students. Using creativity, there is much we may do together to improve the feeling of togetherness and connection among our students.

There is no simple or perfect solution to reopening schools. But we believe the timeline we developed prioritizes the physical and emotional safety of students and ensures that they will return to school with all of the safety precautions that we are able to put in place. 

This timeline allows for staff who want to be vaccinated to become fully vaccinated. It also holds the expectation that staff return, regardless of where we are within the state metrics. Once students return to school, we are committed to keeping them there. We know that with this model, we have a much greater chance of being able to continue with in-person hybrid instruction through the remainder of this school year.

I hope you can hear your voices in the plans that we have developed. I hope you hear your voices in the understanding that we will return to school even if we’re still in the orange or the red zone of the state metrics, once people are safe. I hope you can hear your voices when I say to you that our students will be able to spend the spring together through their rites of passage, including graduation, as they plan for their next steps after the school year.

No School Feb. 1-2
There is no school on Monday, Feb. 1 and Tuesday, Feb. 2, but families may pick up the meals for those days on Friday. They will be available at meal sites and via the bus routes. When picking up meals, please make sure that you and your children wear face coverings. Classes will be held as usual the rest of the week.

Después de mucha investigación, discusión y de escuchar, hemos tomado la decisión de comenzar la instrucción híbrida en persona en el Distrito Escolar de Greater Albany el 29 de marzo. Ese es el día después de las vacaciones de primavera.

Estamos ansiosos por dar la bienvenida a los estudiantes a nuestros campus, pero reconocemos que muchos en la comunidad esperaban un regreso más temprano. Todos hubiéramos preferido eso, si las circunstancias lo hubieran permitido. Pero después de sopesar los riesgos de abrir con los de continuar con el aprendizaje a distancia, creemos que esta programación de tiempo brinda la opción más segura.  No existe una solución simple o perfecta para reabrir las escuelas. Pero creemos que el cronograma que desarrollamos da prioridad a la seguridad física y emocional de los estudiantes y asegura que regresarán a la escuela con todas las precauciones de seguridad que podemos implementar.

Este cronograma permite que el personal que desee vacunarse esté completamente vacunado. También mantiene la expectativa de que el personal regrese, independientemente de dónde nos encontremos dentro de las métricas estatales. Una vez que los estudiantes regresen a la escuela, nos comprometemos a mantenerlos allí. Sabemos que, con este modelo tenemos muchas más posibilidades de poder continuar con la instrucción híbrida en persona durante el resto de este año escolar. 

Espero que puedan escuchar sus voces en los planes que hemos desarrollado. Espero que escuchen sus voces en el entendimiento de que regresaremos a la escuela incluso si todavía estamos en la zona naranja o roja de las métricas estatales, una vez que las personas estén a salvo. Espero que puedan escuchar sus voces cuando les digo que nuestros estudiantes podrán pasar la primavera juntos a través de sus ritos de iniciación, incluida la graduación, mientras planean sus próximos pasos después del año escolar.

No hay clases el 1° y el 2 de febrero

No hay clases el lunes 1° de febrero y el martes 2 de febrero, pero las familias pueden recoger las comidas de esos días el viernes. Estarán disponibles en los sitios de comida y en las rutas de autobús. Cuando recoja las comidas, asegúrese de que usted y sus hijos se cubran la cara. Las clases se impartirán como de costumbre el resto de la semana.
